Framework for Cultural Competence Cultural competence, as defined by Cross et. al. (1989) refers to a set of congruent behaviors, attitudes, and policies that come together in a system, agency, or amongst professionals and consumers, that enables that system, agency, or those professionals and consumers, to work effectively in cross-cultural situations. Cultural competence is a developmental process that occurs over time. It embodies five essential elements: (1) value diversity, (2) conduct self-assessment (3) manage the dynamics of difference (4) acquire and institutionalize cultural knowledge (5) adapt to diversity and cultural contexts of the communities. BE’s approach to working with individuals and organizations is derived from this framework. Culture is an innate component of who you are. Culture informs your attitudes and beliefs, and your cultural experiences inform your decisions.
